PSRA Playing Rules

1.  This Association shall abide by all rules of the United States Squash Racquets Association.

2.  The decision of a referee as to interpretation of any rule of play is final.

3.  Each league team shall consist of four (4) players in Singles competition and two (2) pairs in Doubles competition, except for "A" Singles, which shall be three (3) players. Four teams play off in each league. The team finishing first in each division of a league will be the home team for the semifinal (criss-cross) match.

4.  Except as may otherwise be designated by the Executive Committee, the scheduled days for league matches shall be as follows: A Singles - Tuesday; B Singles - Wednesday; C Singles -Thursday; C Doubles - Tuesday; Veteran Doubles - Tuesday; Senior Doubles - Thursday, and D Singles - Wednesday.

5.  Each team match in the Singles League shall consist of four individual Singles matches (except in the A League, in which a team match shall consist of three individual Singles matches), each of which will score one point. The team amassing the greatest number of points during the league season shall be declared the winner.

In case of a tie at the end of the season, the team which won the match between the two tied teams shall be declared the winner.

If the two teams tied at the end of the season have played each other twice, each winning one team match, a rematch on a neutral court will be required.

Any team that goes undefeated in league play but does not finish first or second in their division will play the second place team in their respective division in a play-off provided that the second place team has incurred a team loss during the regular season. This playoff will be played at a neutral site.

This rule shall also apply to the Doubles League where each team match shall consist of two Doubles matches, each counting one point.

In the case of a tie in the Doubles League, if a rematch on a neutral court is required and this rematch shall end in a tie, the match shall be decided on the number of games won and if this should still result in a tie, by the number of points won.

If number of points won are equal, a "sudden death" game will be played commencing within 5 minutes of determination that a tie did exist. Each club may form a 2-player team from any combination of the 4 players utilized in the tied play-off match. In any Singles or Doubles League in which there are an uneven number of scheduled matches, league standings shall be determined with reference to the percentage of individual matches scheduled which were won.

6.  In the event a player (including any substitute player) is unable to play a match on the date originally scheduled (or rescheduled by mutual agreement of the team captains) such match shall be defaulted to the player (including any substitute player) who was ready to play on the scheduled date unless the match is cancelled by agreement of both team captains, in which case neither team will be awarded a point for the match. Any match which is rescheduled by mutual agreement of the team captains and which is unplayed, for whatever reason, in the six (6) days after the date originally scheduled shall be deemed cancelled with neither team being awarded a point for the match.

 7.  Every playoff match (whether in a preliminary or final round) for a league title shall be played on the date scheduled unless both team captains agree, with the approval of the President of the Association, to reschedule the match, or unless the match cannot be played on the date scheduled by reason of an Act of God or unplayable courts (in which case the match shall be rescheduled by the President of the Association).

8.  If a court is available for play and a player or team is not ready for play within 30 minutes of the official starting time of a Doubles match or 7:00 P. M. in the case of a Singles match, the tardy team or player is liable to default at the option of the player or team prepared for play, unless by prior mutual agreement a contrary arrangement has been made subject to these rules. No match may be played on a date later than the regularly scheduled date.

9.  In the event that a regular member of a team is unable to play, a substitute player shall be allowed to play for the team. If no player is substituted, the player or players below the absent member shall move up one position to fill the missing position and the lowest match position on the team shall be defaulted, i. e., #3 for an A team, #4 for a B, C or D team. The player shall be substituted at his or her level of ability. All playing positions on the team shall be determined internally according to challenge ladder results or, if no challenge match results are available, on order of ability as determined by the best judgment of the team captain and/or club representative.

10.  The Executive Committee shall decide the number of times each team entered in any league shall play pursuant to the suggestions of the Scheduling Committee.

11.  Each Club Squash Chairman is responsible for classification of its members who will be playing on squash teams. These players will be classified as "A," "B," "C" or "D" for team purposes and they will not be allowed to play in a lower league or tournament than that in which they are classified.

12.  The Ranking Committee has the authority to certify all players for league and tournament play regardless of their age and former league record.

13.  No player can represent more than one member club in the same league, nor can a player represent one member club on two different teams in the same league. If a player does participate on a second team in the same league, or on a team of a different member club in the same league, all such matches played by such individual for the second team or for the team of a second member club will be forfeited.

14.  A player classified in a lower league may play as a substitute on a higher league team and his right to play on his regular team during the same week will not be affected. A player who "substitutes" more than three times in a higher rated league will be reclassified at the higher level and will be ineligible to play in the lower level league.

15.  Players under 21 are not permitted to play in the C or D Leagues without permission of the Executive Committee.

16.  A player who wins the Philadelphia District B, C or D Singles Tournament shall not be eligible to compete in such tournament for 5 years. A team which wins the Philadelphia District B, C or D Doubles Tournament shall not be eligible to participate in such tournament for a period of S years; however, the individual members of a team which wins the Philadelphia District B, C or D Tournament shall be eligible to participate with a new partner in such tournament if the entry constitutes a bona fide team at the appropriate level.

17.  Any team that defaults more than ten individual matches or one complete four-man team match (three-man for A Singles, four-man for doubles) during the season will not be eligible to win its league and shall not participate in league playoff competition.

18.  In order to be eligible to participate on a team in league playoff competition, a player must have competed in at least two league matches for that team during the regular season.

19.  If any player in league competition fails to show for two or more individual matches, he or she shall be barred from playing in the leagues for the following year. Notification of the desire to reschedule an individual match under rule 6 of these rules must be given to the opposing team captain at least 24 hours in advance of the scheduled match time. Appeals from decisions barring a player under this rule may be made to the President of the Association. Any player who is considered to have a committed a first infraction of this rule shall be notified in writing of the fact by the Association.

 Winter 2010 Leagues plus Singles

 Dear all,

There has been an overwhelming positive response to continue having singles leagues this winter in a different format than last winter.  So after reviewing the schedule we want to offer a similar winter singles schedule to that of this fall.  The only change will be that all divisions will be three person teams.

So – on the following days will be:

Tuesday – Super B doubles and A singles

Wednesday- B doubles and B singles

Thursday- A doubles, C doubles and C singles

We are also shifting doubles teams around based on results from last year.  Team submissions are due to Jody Law (dcjlaw@verizon.net) by Friday November 20 at 12 noon. Please make sure that you go through your club rep or pro.  Once the teams are submitted, we will review them and very possibly move players around if we feel they are in the wrong level.   So – please take the time to review the chart below and submit in the appropriate division.  The season will run Jan 5-Feb 25 with 2 weeks of playoffs March 2-11.  The PSRA doubles tournaments will run March 14-19.

There is one last item to discuss: DEFAULTS

We have encouraged clubs to have enough players per team to eliminate defaults. This past year the B doubles had default problems.  If this continues for the upcoming season, the ranking committee will look to limit the numbers of teams that the offending club submits.    Please make sure that you are committing to play – not just be on the roster.

Please review below: Based on last year’s results – the doubles teams will shift as listed

  1. Must be able to play on specified league night.
  2. Correct roster submissions are requested so teams can be placed accurately- pros and reps must do their homework before submitting teams or teams will not be accepted.  We will not make phone calls to confirm names and get required information.
  3. Singles – men’s A teams have three players and all other leagues have four players.

REMINDER

All doubles teams must have at least 6 players listed.  Two matches will be played each week with the playoffs comprised of 3 matches (exception is Men’s A doubles and mixed doubles).  Each player must play at least 2 matches during the regular season schedule in order to qualify for playoffs.

Wednesday – men’s B singles and B mixed doubles

Thursday – men’s C singles, senior doubles (Div 1 and 2 if needed), A mixed doubles

On the website (www.phillyboast.org) will have the link for the results from the fall and winter leagues (2008-09).  Go to leagues and click on prior league results and then click on fall 08 and winter 09 to view winners and summary information. Rankings for the 2008-09 season will be posted on our website soon.  Please review them and note which players are elevated and which teams can not play tournaments together.  Based on submitted results, the ranking committee will be moving the following teams up and down for the upcoming season.

Based on submitted results the following changes will happen this year:

Fall leagues:

B singles winners (P. Cricket-Kessler) may but does not have to move up to A

B (The Squash Club-Sayer) will move down to C

C winner (P. Cricket-Glendinning) will move up to B

Vets P. Cricket (Spofford) Div 2 winner moves up to Div 1

Vets Greate Bay (Mott) Div 1 will move down to Div 2

Fall leagues will run from Oct 6- Dec 3 with playoffs Dec 7-17.  No matches will be scheduled during the week of Thanksgiving.

Submission of fall teams must be emailed to Jody Law (dcjlaw@verizon.net) by Tuesday September 1 at 12 noon . Corrections and changes will be accepted until Sept 10 which is the Fall PSRA meeting at Cynwyd.  Please note that the rosters must be accurate and must include a captain for each team with correct phone numbers and email address for the captain only.  All players must be current members by October 16.  After October 16 their matches will be defaulted and the team will not be eligible for the playoffs.  Captains are expected to monitor their team players.

PSRA membership now corresponds to your membership date through USSquash

(no longer September to August).  Players should be members throughout the season, and that any matches that occur otherwise will be forfeited.

Please observe the rule for the number of doubles teams a club can submit:

1 doubles court equals 2 teams (2 pairs per team)

If there are multiple leagues on the same night (ie seniors and A/B mixed) the combined number of teams may only be twice the number of available courts.

NO EXCEPTIONS!!  Please have enough subs so all matches will be played on the scheduled night
