PSRA Ranking Committee Policy Guidelines

NOTE: Paragraphs 11 through 16 of the PSRA's Playing Rules set forth generally the rules with respect to the ranking and certification of all players in the A, B, C and D Leagues.

1. Club Representatives are responsible for the proper ranking of their members. Guidelines and judgments will be available from the Ranking Committee.

2. The top four ranked players in the C and D leagues will automatically be elevated to B and C status, respectively. Similarly, the top two ranked players in the B league will automatically be elevated to A status. In addition, one or more of the next four ranked C and D players and the next two ranked B players may be elevated to the next higher leagues, if deemed appropriate by the Ranking Committee.

3. With the exception of the A tournament, the B, C and D tournaments will be primarily for active, playing members in those leagues. Therefore, all other individuals who seek to enter the B, C and D tournaments must submit their names and pertinent playing information to the Ranking Committee at least one week before the respective tournaments for approval. A member of the Ranking Committee will review the draw in each tournament with the Tournament Chairman before the tournament begins.

4. College varsity team players (i. e. players ranked 1 - 6) will be excluded from the B and C tournaments. Junior players ranked 1 - 10 nationally may be requested to play in a higher level tournament at the discretion of the Ranking Committee.

5. An A player may participate in the B league and its tournament if he is 40 years of age by the date of the first B league match and has not had an A ranking in Philadelphia for any of the three preceding years. A B player may participate in the C league and its tournament if such player is 45 years of age by the date of the first C league match and has not had a B ranking in Philadelphia for any of the three preceding years.

6. Any regular league player may not enter a tournament below his league playing level, unless approval before the season begins is secured from the Ranking Committee. Generally, such a player must demonstrate to the Committee that he has only acted as a substitute in the league in question, as contrasted to participation as a starting member of the team.

7. A player in one league who plays more than three matches in a higher league may not participate in the lower league's tournament.

8. With respect to doubles specifically, the general rule is that a singles ranking for league play will constitute the "floor" for doubles ranking, i. e. an A league singles player may not play in the B doubles league of in the B doubles tournament.

9. Two players of different leagues who team up for doubles must play in a tournament at least at the level of the higher ranked player (e. g., a team composed of a B player and a C player may not play in a doubles tournament below the B level).

While the purpose of the foregoing is to provide some written authority for the Ranking Committee to follow when and if a dispute arises, the intention still is not to formulate a rigid set of rules. The Ranking Committee recognizes that specific cases and exceptions to these guidelines will arise which the Committee will duly consider in the exercise of the discretion granted to it under the Playing Rules of the Association.
